DESCRIPTION
OF THE ASSIGNMENT: CONSULTANCY TO FACILITATE THE DEVELOPMENT OF KEY TOOLS AND
THE PILOTING OF THE GENDER BASED VIOLENCE REFERRAL SYSTEM
1. Specific Responsibilities
a) Facilitating the development of
GBV referral system institutional plans
(health, psycho-social support
services, police, magistrates and customary
courts) for implementing the referral system
b) Facilitating the development of
institutional Protocols (Roles and
Responsibilities on Receiving and Referral)
on the GBV referral system
c) Development of referral documents
and processes
d) Development of Reporting formats
e) Development of monitoring and
evaluation mechanisms for the pilot
process
f) Facilitate development of National
GBV Standards
g) Facilitate stakeholder training
activities
h) Make presentations to key
stakeholders and reference group meetings
i) Develop database mechanisms
j) Visit the referral system pilot sites
k)
Hold regular meetings with the Women's Affairs Department
I)
Compile the evaluation and end of consultancy report
m)
Guide the entire pilot process to ensure quality outputs and efficient time
management.

Experience And Qualifications
Academic
Qualifications:Masters Degree in Gender Studies or related fields.
Years
of experience: A minimum of 10 years experience of working on gender related
issues, particularly on matters related to the needs of gender based violence
survivors; Experience in the management of gender equality programmes, or
analytic work in gender and development and/or human rights or related fields;

That is, the experience required is that of the individual whose cv would have
been submitted by the company rather than that of the company. In this regard, the company by submitting a cv is bidding as an individual bidder rather than a
company/firm. Further, if the submitted bid wins, the ensuing contract will be

the
company/firm, not the individual.
